Proposition 22 (Prop 22) provides historic and important protections and guarantees to workers in California. Since its passage in 2020, California drivers and couriers have received more than a billion dollars from the minimum earnings guarantee and additional benefits from Uber — a testament to the impact this law continues to have.

Those historic new benefits and protections (which we proudly support) include:

  • Minimum Earnings Guarantee: Earners are guaranteed to receive at least 120% of minimum wage and $0.35 per mile when they accept a ride or delivery. This is a floor—drivers and couriers often earn more and tips are paid out on top of those earnings. 
  • Health Care Stipend: Qualifying drivers who otherwise do not have access to a plan receive up to $489.54 per month to help cover the cost of healthcare insurance. 
  • Occupational Accident Insurance: Prop 22 requires platforms like Uber to provide additional insurance that covers medical expenses and lost income up to $1 million resulting from injuries and illnesses experienced on the job.

Independent surveys show that nearly 90% of California drivers support Prop 22.. Drivers value the protections it provides for independent work and a flexible schedule, and the benefits it delivers.

In this tough economic climate, app-based work continues to be a constant in people’s lives, providing the opportunity to earn when, where, and how they want—which is why more drivers and couriers are choosing to earn on the Uber platform than ever. As of Q4 2023, median driver earnings in the U.S. were $33 per utilized hour, which is the total cumulative time drivers are active on a trip.
